Under certain circumstances, you may see the following message when trying to access a ProQuest E‑Book Central title:

“Your institution does not allow access to ProQuest Ebook Central from your current IP address.”

This error can occur due to stale or outdated cookies in your browser following behind‑the‑scenes changes made by ProQuest. The message is misleading as your IP address is usually not the issue. The problem can be resolved by removing the problematic cookies.

ProQuest provides a tool that clears only their cookies: https://ebookcentral.proquest.com/clearcookie/clearcookie.html

Using this tool avoids having to delete all cookies in your browser or manually locate the site‑specific ones. After using the link, you will be redirected to a general E‑Book Central information page. Once redirected, you should then be able to access ProQuest e‑books normally—for example, via the Library Catalogue or through ProQuest E‑Book Central on the Databases page.
